Rishi Sunak won his vote on the Rwanda Bill much easier than reports suggested was possible. It looks like the Tories may be too divided to rebel. So, will Sunak be able to count on enough votes at the third reading and, if so, what does he think will happen when the bill reaches the Lords? If he actually gets the bill passed into law, how does he think he can use it?
